Education Governance

The purpose of education governance is to embed accountability, transparency and continuous improvement within education, learning and development.

The Healthcare Education Board (HEB) has overall responsibility for education in the AHSC and is accountable to the Trust Board via the Governance Committee for education governance, financial performance and strategy.  It is responsible for implementing the Trust’s Education Strategy and for ensuring that education translates into a better trained and qualified healthcare workforce.

Education Directorate’s governance role

We have adopted a multi-professional governance approach, enabling best practice to be shared across all healthcare disciplines and across all levels of staff involved in the delivery of health services.  The committee structure and reporting mechanisms enable tight monitoring, quality assurance and sharing of to promote spread of good practice.

The Education Strategy 2011-14
 

This strategy will be reviewed annually to ensure fitness for purpose, particularly with the rapidly changing environment and organisational priorities.  The KPIs will be embedded in reporting systems within the Trust and used to track progress within CPGs and organisation-wide.

Education strategy objectives
1. To create a learning environment that attracts and retains a high calibre workforce
2. To provide a learning environment that delivers safe effective patient care
3. To support the development of research skills in our workforce
4. To create an environment in which educational innovation thrives
5. To ensure adequate financial resources for education and accountability
6. To significantly enhance the profile of education
7. To work with patients and the public to improve educational outcomes
8. To develop partnerships and enhance our reputation as an education provider

The Healthcare Education Board (HEB) has overall responsibility for education in the AHSC and is accountable to the Trust Board via the Governance Committee for education governance, financial performance and strategy.  It focuses on:
• Healthcare education strategy, including associated initiatives such as the Health Innovation and Education Cluster (HIEC).
• Financial investment in education and transparency in its use.
• Governance in education concentrating on quality, equity and safety

The HEB’s mission is to:
• Ensure that the AHSC strategy is informed by and aligned with the education strategy, business direction of the AHSC and changes in the healthcare and education landscape in London.
• Review the Learning Development Agreement (contractual agreement with Commissioner) annually and any changes in service levels, sanctions and penalties.
• Agree submissions to the Trust Board on areas of development, concern and innovation and review areas of concern following external or internal inspections
• Review and provide quality oversight of all areas of education for which we may be conferred Lead Provider status.
• Review the annual spend on education from the Multi-professional Education and Training (MPET) and prioritise the Continuing Personal and Professional Development expenditure equitably.
• Facilitate and report on additional income from special bids or business cases.

These goals are achieved through quarterly meetings which address the issues related to education and can review issues in between meetings via e-mail. Meetings have representation from:

The HEB provides us with an overarching body with overall responsibility for educational strategy, governance and finance enabling the AHSC to be more responsive and nimble. It enables two-way communication with the Board and staff about issues related to education.

Healthcare Education Directorate
The Education Directorate was developed at the time of formation of the AHSC in order to promote excellence in education, and create a supportive learning culture to enable the AHSC deliver the highest quality clinical research and patient care.  The Directorate is run by a small team led by the Director of Education and Associate Director of Education.

The Healthcare Education Directorate team aims to position the AHSC to deliver excellence by adequate focus on educational governance and leading edge performance, and raise the profile of education within the AHSC, in London, nationally and internationally.

Heads of Education have been appointed within each Clinical Programme Group (our business units) who are responsible for education quality within their area.  We support multi-professional education through the professional leads, educational governance structures and the Imperial College Health Science Academy (IC HSA).
