Service development and commissioner relations

The Service Development and Commissioner Relations department at Imperial College Healthcare NHS Trust is responsible for liaising with commissioners and other partner organisations. Commissioners, usually primary care trusts (PCTs), coordinate the supply of healthcare in a particular area with the needs of the local population. They receive a budget from the Department of Health and use this to commission healthcare services from hospitals, GPs and others. Our Service Development and Commissioner Relations department ensures that the Trust’s strategy and interests are represented fully to PCTs, strategic health authorities, the National Commissioning Group (NCG) and emerging Clinical Commissioning Groups (CCGs), among other organisations.

Our contact with these organisations is further strengthened through our main role of negotiating and performance-managing service agreements with over 90 commissioner groupings covering most of England and Wales. Additionally we hold a number of specialised service agreements, which include gender dysphoria, bone marrow transplant (BMT), HIV and neonatal intensive care (NICU).

The department ensures Commissioners’ strategies and views are communicated to the Trust’s Clinical Programme Groups (CPGs). This involves working with the CPGs to develop plans to ensure that national initiatives such as Choice or 18 week standards are fulfilled and that National Service Framework standards are met and maintained. The department also works closely with the Trust’s Finance and Information teams to monitor and report income and patient related activity against annual plans.
